It will also get the kid used to being stalked and instead of taking action will probably assume that it is the stalker mom or dad put in place. Thus making the kid at a greater risk than they were before.

Not even then. I've had someone stalk me and the sheer terror that you feel is not something I'd wish on my worst enemy, let alone someone I liked. And, frankly, if I thought it was happening again, it would become very dangerous for the person doing the stalking.
